This Post describes how to troubleshoot Microsoft Outlook issues that occur when you cannot send or receive e-mail messages. This article describes the troubleshooting steps for Outlook 2007, Outlook 2003, and Outlook 2002. If you are using an earlier version of Outlook, refer to the “Related Problems and Solutions” section to view a post about the version in use. Before you begin the troubleshooting procedure, determine if you can connect to the Internet

First, determine whether you can connect to the Internet. If you are connected to the Internet but you cannot send or receive e-mail messages, go to Method 1 to create a new e-mail profile.

If you cannot connect to the Internet, this may be the reason why you cannot send or receive e-mail messages. Contact your Internet Service Provider (ISP). After restoring the connection to the Internet, try sending an e-mail to yourself to see if the issue is resolved. If you cannot send or receive e-mail messages after you reset the connection to the Internet, go to Method 1.

Method 1: Create a new e-mail profile

Step 1: Open the Mail Settings dialog box

  • Click Start, click Run, type Control in the Open box, and then click OK.
  • Depending on the version of Windows that is running on your computer, do one of the following:

Windows XP:

If you are using category view, click User Accounts and then E-mail.

If you do not use Category View, double-click Email.

Windows Vista:

Click User Accounts, and then E-mail.

  • The Mail Settings dialog box appears.

Step 2: Start the New Profile Wizard

  • Choose Show Profiles.
  • Click Add to start the New Profile Wizard.

Step 3: Create a Profile

  1. In the Profile Name box, type  Test , and then click  OK  to name the new email profile.
  2. Follow the appropriate procedure for the version of Outlook you are using:

Microsoft Office Outlook 2010

  1. Select the Manually configure server settings check box .
  2. Click Next .
  3. On the Select Service page , click  Internet Mail .
  4. Click Next .
  5. Fill in the boxes in the Internet Mail Settings dialog box . Make sure the Account Type setting   is set to  POP3 .Note  Enter information received from the ISP or email administrator in the Inbox servers  and  Outbound Mail Server (SMTP) boxes  .
  6. Click Next , follow the instructions to complete the account configuration, and then click  Finish .
  7. The new profile is created. Go to step 4.

Microsoft Office Outlook 2007

  1. Select the Manually configure server settings check box .
  2. Click Next .
  3. On the Select e-mail service page , click  Internet Mail .
  4. Click Next .
  5. Fill in the boxes in the Internet Mail Settings dialog box . Make sure the Account Type setting   is set to  POP3 .Note  Enter information received from the ISP or email administrator in the Inbox servers  and  Outbound Mail Server (SMTP) boxes  .
  6. Click Next , follow the instructions to complete the account configuration, and then click  Finish .
  7. The new profile is created. Go to step 4.

Microsoft Office Outlook 2003 and earlier versions of Outlook

  1. Click Add a new e-mail account .
  2. Click Next .
  3. Click POP3 .
  4. Click Next .
  5. Fill in the boxes in the Internet Mail Settings dialog box . Make sure the Account Type setting   is set to  POP3 .Note  Enter information received from the ISP or the e-mail administrator in Inbox  and  Outbound Mail Server (SMTP) boxes  .
  6. Click Next .
  7. Click Finish .
  8. The new profile is created. Go to step 4.

Step 4: Set the default profile

  1. In the E-mail dialog box , in the Microsoft Outlook startup box  , use this profile , select the new profile that you created in step 3.
  2. Click OK.
  3. Use Outlook to send an e-mail to yourself.

If you receive e-mail messages, the troubleshooting procedure has been completed.

If you do not receive e-mail messages, creating a new profile did not resolve the issue. Try Method 2.

Method 2: Set TCP / IP as the default protocol

If creating a new profile did not resolve the issue, the TCP / IP protocol may not be set to the default for the Internet. Follow these steps to set the TCP / IP protocol as the default for Internet connection.

Step 1: Open the Network Connection Properties dialog box

  1. Depending on the version of Windows that is running on your computer, do one of the following:
  • Windows XP or  Windows 2000 : Click the Start button  , and then click  Run .
  • Windows Vista : Click the Start button .
  1. Type cpl  and press  Enter  to open the Network Connections window  .
  2. Right-click the Internet connection you are using, and then click Properties .Note  If you  see more than one connection in the Network Connections window  , the one that is used to connect to the Internet must return  Connected  or a similar entry.

Step 2: Verify that the connection uses the TCP / IP protocol

  • On the General tab , make sure that the  Internet Protocol (TCP / IP) check box  is selected. If not, select the  Internet Protocol (TCP / IP) check box .
  • Click OK .
  • If you are prompted to restart your computer, click Yes .
  • Use Outlook to send an e-mail to yourself.

If you receive e-mail messages, the troubleshooting procedure has been completed.

Other Internet connection issues

Below are some other possible causes of Internet connection issues.

Establish the Internet connection and start Outlook. If you try to send or receive e-mail messages, you receive an error message; check all Internet mail settings with your ISP. You may have typed a DNS address or news server address instead of the mail server address.
